Systems Capital Africa 2026 · The COP31 Gateway
The National Council on Climate Change, the Nigeria Pavilion and joining Nigeria’s official delegation.
Nigeria at the Gateway
Nigeria is one of the country platforms at the centre of the Gateway. On Day Three, Saturday 14 November, the Nigeria Sovereign Investment Authority sets out national priorities in the Country Platform Executive Exchange, and a Nigeria working table defines the platform mandate, anchor institutions and a 90-day activation plan for the 2027 Systems Capital programmes.
On COP31’s Finance & Trade Day, Friday 13 November, the Nigeria Pavilion hosts the Gateway roundtable on exchanges, DFIs and mobilising Africa’s capital. The session is hosted by Nigeria’s National Council on Climate Change and co-convened with the UN Sustainable Stock Exchanges Initiative, with ASFI Group and PACE Nigeria (FCDO) as technical partners to the Council.
The National Council on Climate Change
The National Council on Climate Change (NCCC) coordinates Nigeria’s climate policy and action, including the country’s participation at the UN climate conferences. Under Director-General Omotenioye Majekodunmi, the Council has advanced the National Carbon Market Framework and the operationalisation of the Climate Change Fund, and has set a public target of mobilising $25 billion in climate finance by 2030.
For COP31 the Council runs Nigeria’s official registration portal, which handles delegate accreditation and side-event registration for the Nigeria Pavilion.
ASFI Group and PACE Nigeria (FCDO) are the NCCC’s technical partners for the Nigeria Pavilion at COP31, supporting the pavilion programme and the participation of Nigerian institutions.

The Nigeria Pavilion
The Nigeria Pavilion is inside the COP31 Blue Zone at the Antalya EXPO Center. Entry to the Blue Zone, and so to the pavilion and the Finance & Trade Day roundtable, requires a UNFCCC badge, issued through a national delegation or an admitted observer organisation.
If you have been invited to the roundtable, tell us your COP31 accreditation status in the application form. The Secretariat confirms access arrangements with participants ahead of 13 November. Institutions wishing to hold a side event in the pavilion register through the NCCC’s COP31 portal.
Nigeria’s official delegation
Nigerian institutions and executives can seek to attend COP31 as part of Nigeria’s official delegation. Accreditation is granted by the Government of Nigeria through the NCCC; ASFI and the SCA Secretariat do not issue badges. For corporate and sub-national participants in the Nigeria Pavilion, the NCCC secures accreditation as part of participation.
Create an account on Nigeria’s COP31 Registration Portal and complete the Delegate Accreditation request for each person.
The Council reviews requests and decides who is nominated to the national delegation, applying its own criteria, quotas and deadlines.
Nominated delegates are registered with the UNFCCC and receive a badge giving access to the Blue Zone, including the Nigeria Pavilion.
Record your accreditation status in the Gateway application so the Secretariat can plan your sessions, the Finance & Trade Day roundtable and transfers.
Apply as a corporate or sub-national participant in the Nigeria Pavilion, register with Nigeria’s delegation through the NCCC portal, or ask the Secretariat about access.
