Systems Capital Africa 2026 · The COP31 Gateway
Session by session, Antalya, 10, 13 and 14 November 2026.
Day One · Tuesday 10 November
Screened transactions are matched with relevant institutions to identify deployment barriers and define the financing structures, de-risking interventions and next steps required to advance them. Transaction details are made available to participants in advance. What can move? Who can finance it? What is blocking it?
| Time | Session | What happens |
|---|---|---|
| 07:30 – 08:00 | Arrival, breakfast and curated introductions | |
| 08:00 – 08:10 | Setting the scene | Stanley Austin, Partner, Africonomie; Partner, Asset Owners Africa. |
| 08:10 – 08:30 | The open conversation on systems for capital deployment | A candid exchange on what is preventing institutional capital from moving into bankable African opportunities: where mandates, risk allocation, project preparation and market infrastructure are constraining deployment, and the institutional actions required to unlock capital at scale. With the Green Climate Fund (GCF) and the Global Environment Facility (GEF). |
| 08:30 – 08:35 | Session transition | |
| 08:35 – 09:30 | Room A · Transaction Lab A: diagnosis, bankability and financing pathway | Each transaction opens with a short briefing on strategic relevance, capital requirement, structure, readiness and principal constraints. The lab then tests bankability, identifies material risks and de-risking interventions, matches potential capital providers and assigns institutional roles. |
| 08:35 – 09:30 | Room B · Transaction Lab B: diagnosis, bankability and financing pathway | Each transaction opens with a short briefing on strategic relevance, capital requirement, structure, readiness and principal constraints. The lab then tests bankability, identifies material risks and de-risking interventions, matches potential capital providers and assigns institutional roles. |
| 09:30 – 10:00 | Consolidated transaction outcomes, curated networking and close of Day One | An executive readout from both labs, identifying the opportunities with the clearest path to execution, confirming aligned capital providers and institutional owners, and surfacing the unresolved blockers carried into Day Two. |
Day Two · Friday 13 November
Working directly from the Day One constraints, each room produces a defined intervention, accountable owner, timetable and continuation pathway. The day sits on the COP31 Finance and Trade day. What needs to change? Who needs to act?
| Time | Session | What happens |
|---|---|---|
| 07:30 – 08:00 | Arrival, breakfast and curated introductions | |
| 08:00 – 08:10 | Setting the scene | Stanley Austin, Partner, Africonomie; Partner, Asset Owners Africa. |
| 08:10 – 08:30 | Transaction-to-systems briefing | Each transaction lead delivers a concise readout covering the opportunity, capital requirement, principal barrier, institutional intervention required and the decision sought. Together, the briefings set the live cases for the systems labs. |
| 08:30 – 08:35 | Session transition | |
| 08:35 – 09:30 | Room A · Systems Lab A: capital allocation and bankability | Part 1 · Diagnose and design (c. 25 min): is the constraint transaction-specific or systemic, what intervention is required and which institution holds the mandate to act. Part 2 · Decide and assign (c. 30 min): agree the intervention, accountable owner, supporting institutions, conditions precedent and delivery date. Themes: mandates, risk appetite and capital allocation; project preparation, pipeline and bankability. |
| 08:35 – 09:30 | Room B · Systems Lab B: capital structure and risk sharing | Same two-part format as Room A, working from the transactions assigned to these themes. Each case is allocated to a continuation pathway before the room closes. Themes: debt, local currency and capital stack; guarantees, risk sharing and market infrastructure. |
| 09:30 – 10:00 | Institutional synthesis, curated networking and close of Day Two | A decision-led plenary consolidating both rooms into a single action register. For every transaction it records the agreed intervention, accountable institution, immediate next step and continuation pathway. |
Day Three · Saturday 14 November
Investment alignment and strategic partnerships. Country executives, domestic institutions and strategic partners convert selected priorities into country-platform mandates, anchor relationships and 90-day activation plans for the 2027 Systems Capital programmes. Who anchors each platform? What happens in the next 90 days?
| Time | Session | What happens |
|---|---|---|
| 07:30 – 08:00 | Arrival, breakfast and curated introductions | |
| 08:00 – 08:15 | From the Gateway labs to country platforms | Presentation of the outcomes of Days One and Two: priority transactions, agreed interventions, country-platform priorities and readiness cases. |
| 08:15 – 08:20 | Transition to country rooms | |
| 08:20 – 09:00 | Country platform executive exchange and capital response | Senior country representatives set out institutional priorities and intended 2027 platforms: Nigeria (NSIA), South Africa (IDC, DBSA), Kenya (East African Community), Namibia (DBN), Zambia and Mauritius. Asset owners, DFIs, climate-finance institutions, Turkish investors and project-preparation partners respond and indicate where their mandates may align. |
| 09:00 – 09:50 | Room A · Country platform working tables: mandate, partnership and activation | Nigeria, Kenya and Zambia. Each country table defines its platform mandate, capital-formation priorities, institutional constraints and initial transaction or sector pathways, then identifies anchor institutions, strategic partners, working groups and a 90-day activation plan. |
| 09:00 – 09:50 | Room B · Country platform working tables: mandate, partnership and activation | South Africa, Namibia and Mauritius. Same format as Room A. |
| 09:50 – 10:15 | Cross-room coffee and anchor introductions | Country leads and prospective anchor institutions are introduced across the two rooms before the closing plenary. |
| 10:15 – 10:40 | Country platform readouts and Gateway synthesis | Each country gives a two-minute report covering its priority, institutional anchor, partnership requirements, immediate action and 2027 milestone. The session closes by confirming responsible parties, first follow-up dates, continuation pathways and the timetable for the 2027 country programmes. |
| From 10:40 | Curated networking and close of Day Three |
